UK Government Unveils Major Clean Energy Investment Plan for Scotland

The UK Government recently unveiled a set of measures aimed at boosting Scotland’s clean energy sector, with an emphasis on unlocking billions in potential investment and creating jobs in renewable industries. This announcement, made ahead of a visit to Aberdeen by Energy Secretary Ed Miliband, highlights a new focus on supporting Scottish workers in transitioning from traditional oil and gas roles to renewable energy careers.


A key part of the government’s plan is the accelerated delivery of a “skills passport” to assist oil and gas workers in moving into roles in the renewables sector, including offshore wind. The digital tool, set to be piloted by January 2025, is designed to recognise transferable skills and create clear career pathways. It will be overseen by industry bodies RenewableUK and Offshore Energies UK, with backing from both the UK and Scottish governments.


In addition to workforce support, the UK Government has committed to strengthening the role of Great British Energy (GBE), the publicly-owned energy company, in Scotland. As part of this, a new agreement between the UK and Scottish governments will focus on collaboration with key Scottish public bodies, including Crown Estate Scotland and the Scottish National Investment Bank. This partnership aims to streamline efforts, enhance investment, and accelerate the development of clean energy supply chains and infrastructure across Scotland.

The new initiatives also follow the announcement that Aberdeen will serve as the headquarters for GBE, positioning the region as a central hub for the UK’s clean energy transition. By focusing on technologies like carbon capture and storage (CCS), hydrogen, and floating offshore wind, the government aims to bolster Scotland's role in the clean energy future while ensuring a fair transition for oil and gas workers.


Energy Secretary Ed Miliband emphasised the importance of Scotland’s workforce in driving the UK’s clean energy ambitions, stating: “Scottish energy workers will power the UK’s clean energy future—including in carbon capture and storage, hydrogen, wind, and oil and gas for decades to come as part of a fair transition in the North Sea.” The government’s commitment to fostering closer cooperation with the Scottish Government and public bodies marks a concerted effort to accelerate clean energy investments and ensure that Scotland remains at the forefront of renewable energy development.
